On what public roads is wearing seatbelts mandatory?

According to Art. 39 para. 1 of the Road Traffic Act, the driver and passengers are obliged to use seat belts while driving. This regulation does not differentiate between types of roads, which means the obligation applies to all public roads - both in built-up areas and outside them, including motorways and expressways.
