Can you transport a preschooler on the lap of an adult person?

Transporting a child on your lap is absolutely forbidden and extremely dangerous. In the event of even a minor collision, an adult will not be able to hold onto the child and, what's worse, could crush them with their own body weight. According to Art. 39 of the Road Traffic Act, a child under 150 cm in height must be transported in a safety seat or other suitable child restraint system.
